There are five types of free passes that include Atami City.
Izukyu Rail PASS does not cover Atami Station.
The only free pass that can be exchanged at Atami Station is the Mt.Fuji Shizuoka Area Tourist Pass Mini.
When you arrive at Atami Station, exit the first gate on your right and exchange your pass at the ticket window immediately to the right.Please see the free pass table for details.

How to Exchange the "Mt. Fuji Shizuoka Area Tourist Pass Mini" at Atami Station via Shinkansen Instructions for Exchange
1.
Arrive at Atami Station by Shinkansen
2.
Go down the stairs
3.
Exit through the first ticket gate
4.
Exchange your "Mt. Fuji Shizuoka Area Tourist Pass Mini" at the counter immediately to your rightn
5.
Be careful! Not to use the escalator to go down and exit through the second ticket gate.
If You Exit the Gate Before Exchanging the Ticket
If you accidentally exit the station gate before exchanging your "Mt. Fuji Shizuoka Area Tourist Pass Mini", please follow the steps below:
1.
Go to the station office located to the right of the ticket gate, and tell the station staff that you need to re-enter to exchange your pass.
2.
Follow the staff’s instructions to re-enter the gate, then walk straight ahead.
3.
Continue walking until you see the escalator.
4.
Take the escalator up.
5.
At the ticket counter on your left, exchange your pass.
